Executive Order?

Chicago mayor Richard J. Daley famously sought to defend the actions of the city's police during the 1968 Democratic convention.

"Get this thing straight once and for all," he said. "The policeman isn't there to create disorder. The policeman is there to preserve disorder!"

[Daley is sometimes incorrectly credited with the classic blooper: "I don't want to cast asparagus [aspersions] at my opponent." It was in fact produced by another blooper-prone Chicago politician.]

[Trivia: Daley commemorated St. Patricks Day in 1965 by dumping 100 pounds of emerald green dye into the Chicago River.]
